WCA Committees Continue to Improve Processes

Woodbridge VM Rick Goldstein kicked off audience comments by asking for clarification on who is assisting in the office until a new association manager is hired. Inframark Regional Supervisor Michelle George responded that executives and area managers are rotating in. Goldstein countered that the community is paying for a property manager and we don’t have one. WCA President Michiel Oostenbrink said Inframark is providing people who are at or above the level of pay. Goldstein said other communities pay an hourly rate in the interim and asked Oostenbrink to look into it and provide a written explanation. Oostenbrink said that would not be necessary because Inframark is providing a service above and beyond the pay scale required by the contract.
Harbor Links VM Nancy Sells said she has had several residents reach out to the office for various problems with no response and others are getting incorrect responses. She added that, in March, Harbor links had no violations. She mentioned that she would be doing a drive through the community with Director Theresa Lanzar in June and Lanzar confirmed that was correct.

A resident mentioned a recent instance where he was asked to get out of the pool while it was being cleaned. Director Jack Maurer said the S&T committee is working to address the timing of the cleaning so it does not disrupt swimmers. Another resident brought up concerns with cars parked in driveways in a manner that blocks the sidewalk and dogs without leashes. He asked if Inframark could send out a reminder of the rules to residents.

Oostenbrink provided the treasurer’s report in Eric Holt’s absence. He said the CPA audit report would be complete by May 15 and will be presented at the June meeting. He added that the 2027 budget process will begin in June, including a reserve study.

In the manager’s report, Karen Marrero noted that the association is in a solid financial position with $4.1 million in cash and reserves. There are 77 delinquent accounts that will be sent to collections, with a total of $36,561 owed. There were 286 violations in April and 24 new owners. Marrero added that they are waiting on the state inspection for the new pool slide.

Director Jack Maurer asked about the bidding process for the West Park Village bathroom renovation and whether Inframark provided a scope of work. Marrero said they pointed vendors to the recently renovated Countryway bathrooms as a point of reference and Maurer expressed frustration that nothing has changed with the process. Marrero also noted that 8 tables were ordered for the activity room and Maurer wanted to know why they didn’t seek board approval since those are on the reserve list. Oostebrink clarified that Marrero reached out to him before ordering, which she did not need to do. He said if it’s over $2,500, Inframark should seek board approval; if it’s over $5,000 they are required to get three bids. “This was under all of those thresholds,” he said. Director Jessica Siddle said the board already voted on the reserve items so there is no need to revisit the items when they need to be replaced. Lanzar agreed.

Turning to the S&T Committee report, Pam Wilcox asked to appoint Drew Ahern to the committee and the board voted unanimously to do so. Wilcox said pickleball court availability has greatly improved since the committee implemented new processes. She said the open play is popular on Thursday but not so much on Saturdays, so they may end that session. She concluded by stating that the committee is looking to add a variety of programs to attract people to the pools.

Coach Patrick said he is working on the employee shortage and has four guards joining by the end of May. Turning back to the conversation on pool cleaning, he said that they will be scaling back the pool service and will handle most maintenance in-house, which will save money and avoid disruptions with swimmers.

Oostenbrink said Modifications Chair Cal Hargreaves had made updates to the modification application to include section numbers as a reference for residents. Hargreaves asked about the possibility of making the process digital. TAC Chair Brad Swindell said TAC and Modifications can work together to come up with a solution.

In a Document Review Committee update, Hargreaves reiterated that it is important for VMs to vote on the proposed guideline amendments. He said he will try to schedule another opportunity for VMs to ask questions prior to the July 14 deadline.  He said next up would be INSGs. A conversation ensued as to whether INSGs trump master guidelines. Maurer requested a written opinion from counsel.

In Government Affairs, Oostenbrink said that he and WPV VM Dyan Pithers had met again with the county regarding No Parking signs/striping. Following further safety assessments, the county will be removing all No Parking signs on the northern side of Brompton and will cut back some on the south side. They will also be sandblasting the striping in that area eventually. Oostenbrink said it was a very successful meeting.

As requested, Welcome Committee Chair Charles Stephens submitted a current list of members and inventory of giveaway items, plus suggestions for additional donations. After a discussion, Siddle agreed to work with Stephens to come up with new items for the welcome bag. The board voted unanimously to approve the Welcome Committee resolution.

In another S&T update, Maurer said the committee would like to purge the YourCourts registrations. Inframark agreed to conduct a bump up of the active list to eliminate people who are no longer residents and send messages to users who haven’t signed in for 12 months.
